Someone with a vested interest will program a computer to fish for a new Casolaro, find the right person, lead them to investigate. Probe for specific characteristics: intelligent, obsessive, defiant. Resurrect the Octopus investigation so that it can be discredited, the new conspirators can work free, moving in a cloud of uncertainty and cynicism. When the time was right, this new person would be sacrificed, using whatever method was in vogue: radiation poisoning, suicide by gunshot, automobile accident, suicide by prescriptions pills, drowning.
